First home purchase in Rome: benefits, stamp duty, IMU 2026
If you buy your first home in Rome, you have the same rights as in Milan: 3% stamp duty, IMU exemption for 12 months, 2% registration tax. However, Rome has different regional and municipal taxes. This guide explains Rome-specific details.

Declare first home to notary (Rome)Like in Milan, declare to the notary that it is your first home. Rome applies the same national benefits: 3% stamp duty, 2% registration tax, 12-month IMU exemption. Notary fills out the form automatically.
Rome has no additional municipal first home benefits. Benefits are the same nationwide.

Stamp duty 3% + Registration tax 2%Total taxes on a €200,000 home in Rome: stamp duty €6,000 (3%) + registration €4,000 (2%) = €10,000 taxes. Without benefits: €20,000. Notary calculates and includes everything in the deed.
Rome has no additional municipal taxes. Only national taxes apply.

IMU exemption for 12 monthsLike Milan, you're exempt from IMU for 12 months if you declare first home. In Rome, ordinary IMU is similar (~€1,000-€1,500/year for a €200,000 home, depends on cadastral value). After 12 months, you pay normally.
The 12-month exemption is automatic if you declare first home. You don't need to request anything.

Rome lodging tax (if you rent)If you buy a first home to live in, you don't pay lodging tax. If you rent it to tourists (short-term), you pay a municipal lodging tax (~2-3% of rent). But this is no longer "first home for personal use".
Rome's lodging tax is for short-term tourist rentals, not for those living in the house.

Register the transfer and get the land registry reportThe notary registers the transfer with Rome's Land Registry. Within 20 days, you'll receive the updated report. The property is legally yours.
In Rome, registration times are usually slower (20-30 days) than the North (10-15 days).
